Belarus creates second, state-controlled TV channel

Belarusian president Alexander Lukashenko has signed a decree on creation of a private joint-stock company, the "Second National TV Channel."
The decree says that the government is establishing the channel in order to provide the country with "complete, truthful and timely information." The state will control 51 per cent of channel.
