Belarusian government approves the priorities of telecommunications networks use in emergency situations

According to the Council of Ministers of the Republic Of Belarus Regulation #1010, Ministry of Defense, Ministry on Emergency situations, Committee on State Security, Ministry of Internal Affairs, Frontier troops State Committee are granted a priority right to use telecommunication networks and devices in the situations of emergency.
The decision on limitations of telecommunication networks use in emergencies is to be taken by the Ministry of Communications after any of "priority users" mentioned above applies to the Ministry.
Ministry of Communications and Informatization of the Republic of Belarus is responsible for sustainability of telecommunications. That means that any limitation undertaken in favor of "priority users" should not produce breaks in management of technological processes causing other emergencies.
