Belarusian Ministry of communications: Communications market liberalization requires tariff rebalancing

According to Belarusian the First Vice-Minister of Communications and Informatization , in order to become a member of WTO Belarus should rise communications services prices to prime costs.

Tariff rebalancing process started in 2006 should be finished by the end of 2009. In 2006, prices for local communications grew up by 10%, in 2007 - by 5-7%. At present, subscribers' rental for fixed communications are at the level of 47 (for natural persons) - 64 (for juridical persons) per cent of prime costs, and time-based billing of local connections are 60 (for natural persons) - 91 (for juridical persons) per cent of prime costs. Radio fixed line broadcasting services fees make 38 (for natural persons) - 51 (for juridical persons) per cent of prime costs.

Ivan Rak also added "We hope to finalize the process by 2009, in case parliamentarians agree on the amendments in the Law on Informatization in spring 2008'. Minstry of Communications and Informatization is planning to develop regulations on Belarusian market of international communications services and IP- telephony entrance.
