BelCart: an e-money clearinghouse

In order to promote e-money circulation in Belarus, Belarusian government has recommended Belarusian banks to use unified technical approaches to e-money circulation technology.
On September 29, 2005 Belarusian National Bank issued regulation concerning establishing of technical coordination center for e-money processing services - BelCart Paying System.
The decision has been taken in order to develop unified technical solutions for e-money circulation and to reduce costs of those using e-money systems.
