The draft law on Electronic Communications declined in Belarus

On November 25, Presidium of the Council of Ministers of Belarus turned down draft law On Electronic Communications worked out by the Ministry of Communications.

Minister of Communications Vladimir Goncharenko explaines that Ministry of Communications has no free frequency resources in order, for instance, to provide functioning of the third mobile operator in Belarus.

Meanwhile, Ministry of Communications had failed to come to common terms with Ministry f Defense enjoying the right to use 70% of Belarusian frequency resources and with Ministry of Internal Affairs enjoying the right to use 25-27% of Belarusian frequency resources.

Mr. Goncharenko said that Ministries of Communications, Defense and Internal Affairs had failed to reach a compromise on the issue of paid licenses for radio frequencies.

According to the draft law all the users of the state radio frequency resources should acquire paid license for them. Consequently Ministries of Defense and Internal Affairs will have to pay substantial sums of money for the resources in their use.

But still Mr. Goncharenko hopes that these disputes will be settled in the near future.

Mr. Goncharenko emphasizes that the new liberal law will further development of telecommunications market in Belarus.
